An investigation by The Indian Express has brought under scrutiny a series of land acquisitions linked to the family of Madhya Pradesh Chief Minister Mohan Yadav in Ujjain, raising broader questions over propriety and potential conflict of interest amid the city’s ongoing infrastructure-led transformation.

According to the report, members of the Chief Minister’s family and their real estate firms acquired at least 137 plots spread across approximately 168 acres in Ujjain for around ₹45 crore in the two years following Yadav’s assumption of office on December 13, 2023.

The purchases reportedly occurred during a period in which Ujjain emerged as one of the country’s fastest-growing property markets, driven by major public infrastructure initiatives including road expansion projects, highway connectivity and planned changes in land use under the city’s long-term urban development strategy.

Land ownership records reviewed by The Indian Express indicate that the acquisitions were made by members of Yadav’s immediate and extended family, including his wife Seema Yadav, daughter-in-law Shalini Yadav, brothers Nandlal and Narayan Yadav, Narayan’s wife Rekha, their son Abhay Yadav, and first cousins Govind and Nilesh Yadav. The transactions were reportedly carried out either directly or through four family-run real estate companies.

The investigation highlights two key issues that have triggered debate over governance standards and conflict of interest concerns.

The first relates to the location of the acquired land parcels. According to the report, a significant number of the plots are situated close to newly announced road infrastructure projects or within areas earmarked for conversion from agricultural use to residential and commercial zones under the Ujjain Master Plan 2035. Such public infrastructure and land-use decisions are often associated with increases in land value.

The second issue concerns the Chief Minister’s longstanding institutional association with Ujjain’s development planning. Although the Ujjain Master Plan 2035 was officially released in May 2023 — months before Mohan Yadav became Chief Minister — the report notes that Yadav has held multiple influential roles connected to the city’s development over the years. These include serving as chairperson of the Ujjain Development Authority between 2004 and 2010, heading the Madhya Pradesh Tourism Development Corporation from 2011 to 2013, and representing Ujjain South as MLA since 2013.

The report notes that official land records do not immediately reflect all transactions and therefore acquisitions made in 2026, if any, may not yet appear in public databases.

The developments have renewed debate around transparency, public disclosure norms and the separation between public office and private commercial interests, particularly in rapidly appreciating urban markets.
