Telangana and German State of Thuringia Sign Landmark MoU to Boost Tech, AI Skilling

In a major move to elevate its global economic footprint, the Government of Telangana has signed a Memorandum of Understanding (MoU) with the German State of Thuringia. The strategic partnership aims to foster deep cooperation across key future-ready sectors, including information technology, life sciences, advanced manufacturing, startups, and semiconductor ecosystems.

The agreement was finalized during a high-level meeting in Hyderabad between Telangana Chief Minister Shri A. Revanth Reddy and Mr. Mario Voigt, the Minister-President of Thuringia. The event was attended by state Information Technology Minister Dudhilla Sridhar Babu, Minister Vivek Venkataswamy, and a high-profile German delegation, including State Secretaries Prof. Dr. Steffen Teichert and Mr. Suckert, alongside German diplomat Michael Hasper.

A Cornerstone for India–Germany Ties

Describing Telangana as “a leading center of progress and innovation in India,” Minister-President Mario Voigt emphasized that the state’s rapid economic trajectory holds a special place in the evolving India–Germany bilateral partnership. He noted that Thuringia is eager to co-create mutually beneficial industrial and academic opportunities.

Chief Minister Revanth Reddy highlighted Hyderabad’s deep roots in the global tech ecosystem, noting that the city’s skilled workforce has heavily contributed to hubs like Silicon Valley. Looking forward, the Chief Minister emphasized that the explosive growth of Artificial Intelligence (AI) demands a completely overhauled approach to workforce readiness.

Modernizing the Skilling Ecosystem & German Language Hub

A central pillar of the discussions was aligning local talent with the stringent labor demands of advanced economies like Germany, Japan, and South Korea. Chief Minister Reddy sought Thuringia’s direct support in modernizing the curricula of Telangana’s newly envisioned Young India Skills University (YISU), Advanced Technology Centers (ATCs), and various polytechnic institutes.

To bridge the communication gap for Indian professionals eyeing global roles, the Chief Minister proposed establishing a dedicated German Language Training Hub in Hyderabad. Under this framework:

  • Germany’s industrial ecosystem will help map out future workforce and technical requirements.
  • YISU will tailor its academic programs to directly match those needs.
  • The Telangana Overseas Manpower Company (TOMCOM) will scale its ongoing German language training and workforce development pipelines.

Minister-President Voigt responded positively, agreeing that a joint, industry-oriented skilling framework between Thuringia’s leading academic institutions and Telangana is the way forward.

Semiconductor and Investment Focus

The collaboration is set to yield immediate industrial action. Minister-President Voigt proposed sending a specialized delegation of German semiconductor, optics, and precision engineering companies to Telangana to explore hardware manufacturing and industry-to-industry partnerships.

Welcoming the proposal, IT Minister Sridhar Babu highlighted that Hyderabad already boasts a robust ecosystem of global semiconductor design leaders and is aggressively transitioning into mainstream semiconductor fabrication and manufacturing capabilities.

Eyeing the Future: Bharat Future City

Chief Minister Reddy also pitched his mega-vision for Bharat Future City, positioning it as the ultimate upcoming destination for Fortune 500 companies seeking world-class infrastructure and a business-friendly policy climate. He cited Hyderabad’s resilience and world-class hosting capabilities—evidenced by successfully hosting global delegates from over 100 countries during the recent Miss World 2025 event—as proof of the state’s readiness for massive global investments.

The high-level meeting concluded with both sides reaffirming their commitment to seamless bureaucratic cooperation, backed by senior state officials including Telangana Chief Secretary Santhi Kumari, Special Secretary to the CM B. Ajith Reddy, and TGIIC Managing Director K. Shashanka.
